NEVADA STATE GOLF ASSOCIATION WOMEN’S
AMATEUR CHAMPIONSHIP STANDING RULES
SECTION 1. GENERAL
The NSGA Women’s Amateur Championship will consist of two tournaments at once. You may choose your
division(s) if eligible.
Both divisions will consist of a fifty-four (54) stroke play competition.
The yardage shall be 5,700-6,100 for the Championship Division and 5,200-5,500 for the Silver State
Division.
· The Rules of Golf, these Standing Rules and the NSGA Hard Card shall govern all play except as
modified by any Local Rules made by the Tournament /Rules Committee.
· The awards ceremony will be held after play on day three.
SECTION 2. CHAMPIONSHIP
TOURNAMENT COMMITTEE
The Director of Tournaments
from the South will designate a Tournament Committee to assist in the
organization and operation of the Championship when it is in the South. The
Director of Tournaments from the North will designate a Tournament Committee to
assist in the organization and operation of the Championship when it is in the
North. They will adhere to these Standing Rules.
The State Tournament Committee shall set:
· Location
· Date and
deadlines
· Time
· Entry fee
· Refund date
· Budget
· Entry form:
Entry forms will be posted on the NSGA
website no later than eight weeks prior to the first day of the Championship.
The field will be filled on first come
first received basis.
Incomplete entries will be considered void
and will not be accepted.
Entry deadlines must be stated clearly on
the entry form.
The date for a full refund must be stated on the entry
form.
SECTION 3. ELIGIBILITY
To compete in the NSGA
Women’s Amateur Championship, a player must:
· Be a member in good standing of the Northern or Southern Nevada Golf Association.
· Must have played in a Northern or Southern Nevada Golf Association Tournament, a member club
tournament or Nevada Junior Golf Tournament within the last 12 months before
State Amateur.
· Must have a verifiable handicap index unless you are a Jr Golfer 17 years or under.
· Must meet Amateur Status as specified by the Rules of Golf.
Junior Golfers age 17 and
under as of day 1 of the Championship, are eligible to play in the Championship
Division only. Juniors under the age of 13 will have to be invited to play.
Golfers age 18 or over as of
day 1 of the Championship, may choose which division they would like to play in
and therefore which course yardage they would like to play.
The maximum handicap allowed
for this Championship is a course handicap of 36. Players with a higher
handicap may play but will be limited to a 36.
SECTION 4. GUIDELINES FOR
CHAMPIONSHIP
A. The winner of the NSGA Women’s Amateur Championship,
will be any contestant recording the lowest 54-hole total gross score from the
Championship Division.
· The Championship
Division will be paid gross only
B. The winner of the NSGA Women’s Silver State Division
will be any contestant recording the lowest 54 -hole total gross score from the
Silver State Division.
C. The winner of the NSGA Women’s Net Championship will
be any contestant recording the lowest 54-hole total net score from the Silver
State Division.
· The Silver State
Division will be paid equally gross and net.
D. Course Handicap shall be determined by the Handicap Revision date determined by the Tournament Committee. This date should be no more than one week before the Championship.
E. Recommended tournament pairings:
· Day one – pair by the Course Handicap index, lowest handicaps from the Championship division
going first followed by the Silver State division.
· Day two – pair by day one gross scores, with the highest scores going off first within division.
The Championship division teeing off first followed by the Silver State division.
· Day three – pair by day two gross scores, with the highest scores going off first within division.
The Silver State division teeing off first followed by the Championship division.
E. At the discretion to the Tournament Director, the first and tenth tees may be used or a shotgun or modified shotgun. It is recommended that on the final day of the Championship players with the lowest gross totals on day one be sent off in the final group off the first tee with the rest of the field progressing from low scores to high scores through Hole 18.
F. Ties will be broken as follows:
1. Champion – to be played off by sudden death. If weather, darkness or other conditions prevent a playoff, the winner will be determined by matching scorecards as recommended by the Rules of Golf. If this method fails to determine a winner, the winner will be decided by using the number 1 handicap hole. If this method fails to determine a winner the winner will be decided by lot.
2. Silver State Division Champion – to be decided by matching scorecards as recommended by the Rules of Golf. If this method fails to determine a winner, the winner will be decided by using the number 1 handicap hole. If this method fails to determine a winner, the winner will be decided by lot.
3. Silver State Division Net Champion – to be decided by matching scorecards as recommended by the Rules of Golf. If this method fails to determine a winner, the winner will be decided by using the number 1 handicap hole. If this method fails to determine a winner, the winner will be decided by lot.
4. All other ties will be broken by matching scorecards as recommended by the Rules of
Golf using the procedure above.
G. Rules Committee:
The Tournament Committee from the area where the Championship is being held shall
appoint a Rules Committee. Any decision needing interpretation of the rules shall be presented to the Rules Committee immediately after any eighteen hole round. Rules other than disqualification may not be changed
or waived once the Competition has begun. The Rules Committees ruling shall be final. The enforcement of the Championship pace of play policy will be the responsibility of the Rules Committee. Pace of Play guidelines will be provided and monitored by the Rules Committee from the area in which the Championship is being held.
H. Each contestant shall have her official score kept by another player in the group or by an appointed marker.
I. Golf course set-up recommendations:
1. Hole locations: 6 easy, 6 average, 6 hard
2. Teeing Area: Tee markers should be installed so that the course will be balanced and play about the same length in each round.
3. There should be a sign of some kind on each hole containing the hole
number, par and yardage. The Rule Sheet should let the player know what tees they are playing from.
4. Course length: The yardage shall be set at 5,700 – 6,100 yards each day
for the Championship Division and 5,200 – 5,500 for the Silver State Division.
5. Daily hole location sheets should be provided.
6. The Tournament Committee and/or Rules Committee should check the course
set-up each day before play commences.
J. Caddies:
1. Any player may have a caddie provided the host club permits their use.
2. The player is responsible for the conduct of her caddie.
3. The Tournament Committee reserves the right to disallow any caddie at any time.
4. Caddies may be excused from the golf course by the Tournament Committee should they (the caddie)
interfere with the right of other players.
5. Caddies must conform to the Championship dress code.
6. The player may ride in a cart but her caddie must walk and carry her
clubs.
For pace of play, a caddie may accept a ride between holes but must not ride on the back of the golf cart.
7. A player may act as her own caddie, walk and carry her own clubs. When
doing this she may ride in the cart at anytime.
SECTION 5. TROPHIES AND
AWARDS:
A. A perpetual trophy and memento will be awarded to the State Amateur Champion.
The Silver State low gross champion and low net champion will be awarded trophies.
B. Prize fund for this Championship will be distributed to gross players in the Championship division and will be distributed equally to gross and net players in the Silver State division. The prize fund will be distributed to at least one-third of the field in each division and the prize fund will be set at no more than $75 per player.
SECTION 6. CHAMPIONSHIP
TOURNAMENT CANCELLATION POLICY
A. A contestant who must withdraw after the posted refund date may be given a full refund in
the following circumstances:
1. A medical emergency has occurred in her immediate
family (proof of such emergency is required).
2. An injury has occurred to the player that does not allow her to play (proof of such
injury is required).
3. The contestant has become ineligible by not meeting a Championship requirement.
B. The Tournament Committee will decide if a partial or full refund may be given based on the following: Time of withdrawal, ability to fill the spot and Championship monetary commitments. The final decision on refunds will be made by a majority vote of the Tournament Committee.
SECTION 7. DRESS CODE
A. Proper golf attire is required: no blue denim, cut offs, short shorts, lycra/spandex type
shorts or halter-tops.
B. The Tournament Committee has the responsibility to inform participants of specific golf course requirements such as soft-spikes.
C. The Tournament Committee has the authority to disqualify any player who does not meet the dress code requirements.
SECTION 8. PLAYER CONDUCT
A. Poor sportsmanship will not be tolerated.
B. The Rules of Golf, these Standing Rules and the NSGA code of conduct will guide the
players conduct.
C. The Rules Committee may disqualify any player whose conduct before, during or
after the Championship is deemed unsportsmanlike.
D. A player disqualified for unsportsmanlike conduct may have the incident reviewed
by the Tournament Committee to determine if further action is warranted.
SECTION 9. SPECTATOR
POLICY
A. Friends and family are encouraged to follow players
B. The Rules of Golf say that a player may receive advice
only from her caddie or partner.
C. Spectators shall stay 25 yards from the players
D. Spectators shall not walk in the fairway
E. Spectators shall refrain from a conversation with a
player or her caddie during play.
SECTION 10. PUBLICITY
A detailed list of all
winners must be submitted to the NNGA and SNGA no later than ten days after the
Championship. The Tournament Committee will encourage media coverage and
publishing of Championship results.

NEVADA STATE GOLF ASSOCIATION
WOMEN’S SILVER CUP STANDING RULES
SECTION 1. GENERAL
A. The Silver Cup is a match play Championship similar to
the Curtis Cup Matches.
B. A Women’s team from the Northern Nevada Golf
Association shall compete against a Women’s team from the Southern Nevada Golf
Association.
C. The winning team shall receive the revolving trophy
for the year.
D. The Silver Cup Championship will be held in the North
during the uneven calendar year and the South during the even calendar year.
SECTION 2. CHAMPIONSHIP
TOURNAMENT COMMITTEE
A. The Captain(s) from the South will designate a
Tournament Committee to assist in the organization and operation of the
Championship when it is in the South. The Captain(s) from the North will
designate a Tournament Committee to assist in the organization and operation of
the Championship when it is in the North. They will adhere to these Standing
Rules.
B. The Host Captain(s) or Tournament Committee shall set
the:

C. Rules Committee

The Tournament
Committee from the area the Championship is being held will appoint a Rules
Committee.

Any decision

Committee from the area in which the Championship is being held.
D. No Caddies are allowed.
SECTION 3. TEAM CAPTAINS
A. Each association shall appoint a Captain or Co-captain.
B. Advice:
·
Advice may only
be given by the Captain or her appointee(s)
·
A maximum of two
people can provide advice to the team at any one time.
·
Anyone allowed to
give advice (including the Captain) should be wearing something that
distinguishes her as an advise giver.
·
A Captain may not
give advice while she is playing.
·
Each team’s advise
giver must be identified prior to the start of the Championship.
·
All advice must
be given BEFORE the players reach the green. ADVICE GIVERS ARE NOT ALLOWED ON
THE GREEN SURFACE (unless they are making a ruling)
·
Partners are
allowed to give advice to each other during Foursome and Four-ball matches.
Advice cannot be given during single matches, except by the Captain or her
designated representative.
SECTION 4. TEAM
COMPOSITION
A. Each association shall field a team of 20 players.
B. Each association will determine 9 players gross and 9
players net at their discretion.
C. The remaining two positions on each association’s team
may be chosen by their respective Captains.
D. The team members will be listed in handicap index
order.
E. The high 10 handicap players will compete in the upper
bracket.
F. The low 10 handicap players will compete in the lower
bracket.
G. The handicaps used will be determined by the handicap
revision date determined by the Tournament Committee. This date should be no
more than one week before the Championship.
SECTION 5. ELIGIBILTY
A. A player must be an individual member of a member club
of the NNGA or SNGA at least 60 days prior to the first day of the matches.
B. A player must have a verifiable handicap index.
C. A player must be at least 18 years of age prior to the
first day of the matches.
D. A player must meet amateur status as specified in the
Rules of Golf.
E. At date of qualifier entry, a player’s handicap index
may not exceed 30.0.
F. The maximum handicap allowed for this Championship is
a course handicap of 36. Players with a higher handicap may enter but will be
limited to a 36.
SECTION 6. FINANCIAL
A. The Host Captains will develop the tournament budget
with the help of their Tournament Committee. They will need to communicate with
the traveling team Captains the amount per player to cover playing fees and the
awards luncheon. The Captains will determine the best way to collect and pay
for these fees from their players.
SECTION 7. PAIRINGS
A. All players must be paired within the same bracket all
three days of the Championship.
B. Each Captain shall determine the pairings of the
partners competing in Foursome and Four-ball matches.
C. Pairings for Foursome and Four-ball matches will be
chosen prior to the first day of competition. For each four-ball and foursome
match the host team shall be the first to display its player(s); the guest team
shall then put up its opposing player(s).
D. Pairings for singles matches shall occur no later than
the night before the singles matches are to be played. For singles matches, the
host team and guest team will alternate displaying their player first (i.e.
match #1- host team displays singles player and guest team puts up the opposing
player; match #2 – guest team displays singles player and host team puts up the
opposing player, continuing this process through all singles matches).
SECTION 8. GUIDELINES FOR
CHAMPIONSHIP
A. The Rules of Golf, these Standing Rules and the NSGA
Hard Card shall govern all play except as modified by any Local Rules made by
the Tournament/Rules Committee.
B. Day 1-
·
Foursome Matches:
a. A match in which two play against two and each side
plays one ball.
b. Each partner tees off on each hole.
c. After a shot is selected, the partners alternate shots
until the hole is completed.
d. Penalty strokes do not affect the order of play.
·
The handicap will
be 50% of the difference between the combined handicaps of the members of each
side. This difference is awarded to the higher handicapped side starting at the
#1 handicap hole.
C. Day 2-
·
Four-Ball Matches
a. A match in which two play their better ball against
the better ball of two other players.
b. Each partner plays her own ball.
c. Balls belonging to the same side may be played in the
order the side considers best.
·
The handicaps of
all four players will be reduced by the low player’s handicap, she will play
from scratch. The three other players will receive 100% of the difference
between their handicap and the low player’s handicap.
D. Day 3-
·
Singles Matches
a. A match in which one plays against another.
b. Two matches will be played simultaneously.
c. When ALL FOUR BALLS LIE ON THE GREEN, the match with
the ball lying farthest from the hole will putt out first.
d. The other match may mark their balls and then stand
aside and allow that match to finish the hole.
e. The completed match will then stand aside and allow
the other match to finish the hole.
E. The higher handicapped player will receive 100% of the
difference between the handicaps of the two players. The lower handicapped
player shall play from scratch.
F. Playing etiquette:
·
On days 1 and 2,
each match may play out the round even if the match has been decided prior to
the 18th hole.
·
On day 3 if a
match being played simultaneously with another has been decided and the other
match has not, the concluded match should stand aside and allow the other match
to finish without distraction.
G. Scoring:
·
One point will be
awarded for each match won.
·
One -half point
will be awarded for each match tied.
·
Daily recap
a. Day 1 – ten total points
b. Day 2 – ten total points
c. Day 3 – twenty total points
·
The Team that
currently holds the trophy retains the trophy if they score 20 points before
the other Team scores 20 ½ points.
·
If the two teams
are tied after the three days of competition, the team holding the revolving
trophy will retain it until the next Silver Cup Championship.
H. Illness and Emergency
·
In the case of
illness or emergency which prevents a player from participating in a day’s
event, the point shall be awarded to the player or team that is present and
ready to play.

NEVADA STATE WOMEN’S GOLF ASSOCIATION
SECTION 1. GENERAL
- The NSWGA Amateur Championship will consist of two tournaments at once. You may choose division(s) if eligible.
- Both divisions will consist of a thirty-six hole stroke play competition.
- The yardage shall be 5,700–6,100 for the championship division and 5,200-5,500 for the silver state division.
- The USGA Rules of Golf shall govern all play, except as modified by local rules made by the NSWGA Rules Committee.
- The awards ceremony will be held after play on day two.
SECTION 2. TOURNAMENT COMMITTEE
- The Director of Tournaments will designate a committee to assist in the organization and operation of the tournament.
- The NSWGA Future Sites Director, with the approval of the NSWGA Executive Board, shall set:
- Location and Date
- The NSWGA Director of Tournaments, with the approval of the NSWGA Executive Board, shall set:
- Entry Fee,
- Deadlines,
- Refund Date
- The Director of Tournaments will present a budget to the Executive Board for approval by March 15.
- Expenditures that exceed the original budget by more than $100 must be approved by the Executive Board before they are incurred.
Entries:
- Entry forms will be posted on the NSWGA website no later than March 31st.
- The tournament field will be filled on a first received basis;
- Incomplete entries will be considered void and not acceptable;
- Entry deadlines will be stated clearly on the entry application; and
- A date for full refund will be stated on the entry.
SECTION 3. ELIGIBILITY
- To compete in the NSWGA Amateur, a player must:
- Be a resident of the state of Nevada. Proof of residency may be requested. Proof of residency will be determined by driver’s license, a voter registration card, a lease, property tax bill or utility bill.
- Have a verifiable USGA handicap;
- Meet amateur status as specified in the USGA Rules of Golf;
- Junior Golfers age 17 and under as of day 1 of the tournament, must have a 7.9 or less handicap index and are only eligible for the Championship Division. Junior golfers may not play in the Silver State division.
- Golfers age 18 or older as of day 1 of the tournament, may choose which division and therefore, which course yardages they would like to play. At date of entry, a player’s handicap index may not exceed 36.
SECTION 4. GUIDELINES FOR COMPETITION
- The winner of the NSWGA Amateur Championship, will be any contestant recording the lowest 36-hole total gross score from the championship division.
- The NSWGA Amateur Net Champion will be any contestant recording the lowest 36- hole total net score from the silver state division.
- The championship division will be paid gross only.
- The silver state division will be paid equally gross and net.
- Course Handicap shall be determined by the most current GHIN revision. However, if the GHIN revision date is less than 7 days prior to the date of the tournament, the previous revision can be used.
Recommended tournament pairings:
- Day one – paired by most recent handicap index, lowest handicaps from the championship division going first followed by the silver state division.
- Day two – paired by day one and day two gross scores with the highest scores going off first within division. The Silver State division teeing off first followed by the Championship division.
- At the discretion of the Tournament Director, the first and tenth tees may be used.
- It is recommended that on the final day of the tournament, players with the lowest gross totals on day one be sent off in the final groups off the first tee.
Ties will be broken as follows:
- Champion – to be played off by a 3-hole aggregate playoff. If a winner is still undetermined then sudden death begins. If weather, darkness, or other conditions prevent a playoff, the winner will be determined by matching scorecards as recommended in Appendix 1 of the Rules of Golf. If this method fails to determine a winner, the winner will be decided by drawing lots.
- Net Champion- A 3-hole playoff will be conducted with 1/6 of each competitor’s handicap being subtracted from her gross score to determine her three-hole net score. Fractions of handicaps will be used rather than rounding up or down. If a tie still exists after the 3 holes, a sudden death playoff with strokes falling as they would normally fall in a match play competition or as they were assigned for the competition. If weather, darkness, or other conditions prevent a playoff, the winner will be determined by matching scorecards as recommended in Appendix 1 of the Rules of Golf. If this method fails to determine a winner, the winner will be decided by drawing lots.
- All other ties will be broken by matching scorecards from the second day’s scorecards as recommended in Appendix 1 of the Rules of Golf.
- Should the first low net be tied for low gross in the silver state division, she shall be
- asked to choose whether to play off gross or net. She will not be allowed to playoff for both.
- Individual scores shall be posted as tournament scores for handicap purposes.
Rules Committee:
- The NSWGA Director of Rules from the area where the tournament is being held will appoint a Rules Committee.
- Any decision needing interpretation of the rules shall be presented to the Rules Committee immediately after any eighteen-hole round.
- Rules other than disqualification may not be changed or waived once competition has begun.
- The enforcement of the NSWGA pace of play policy will be the responsibility of the Rules Chairman from the area in which the tournament is being held. The Rules Chairman will work with the Tournament Director and course personnel to secure personnel necessary to monitor and enforce the pace of play policy.
- Each contestant shall have her official score kept by a fellow competitor or appointed marker.
- Play may be suspended or canceled based on the USGA Rules of Golf.
- Golf course set-up recommendations:
- Hole locations: 6 easy, 6 average, 6 hard.
- Teeing Grounds: Tee markers should be installed so that the course will be balanced and play about the same length in each round.
- There should be a sign of some kind on each hole containing hole number, par, and yardage
- Course length: The yardage shall be set at 5,700 -6,100 yards each day for the championship division and 5,200-5,500 for the silver state division.
- Daily hole location sheets should be provided
- The Tournament and/or Rules Directors should check the course set-up each morning before play commences.
Caddies:
- Any player may have a caddie provided the host club permits their use.
- The player is responsible for the conduct of her caddie.
- The Tournament Committee reserves the right to disallow any caddie at any time.
- Caddies may be excused from the golf course by the Tournament Committee should they (the caddie) interfere with the rights of other players.
- Caddies must conform to the tournament site dress code.
- Both the player and the caddie must walk from tee to green. For speed of play, a player and her caddie may accept a ride between holes.
- A player may act as their own caddie, walk and carry her own clubs.
Trophies and Awards
- A perpetual trophy and memento will be awarded to the state amateur champion. The silver state low gross champion and low net champion will be awarded trophies.
- Prize Fund for this Championship:
- will be distributed to gross players in the championship division.
- will be distributed equally to gross and net players in the silver state division.
- will be distributed to at least one-third of the field in each division.
- the prize fund will be set at no less than $25 per player.

- A player disqualified for unsportsmanlike conduct will have the incident reviewed by the NSWGA to determine if further action is warranted.
SECTION 8. ELECTRONIC DEVICES, CELLULAR PHONES, BEEPERS and DISTANCE MEASURING DEVICES.
- A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect her play (e.g., elevation changes wind speed, etc.), the player is in breach of Rule 14-3.
- The use of an electronic device (such as a cellular phone, pager, hand-held computer, calculator, TV or radio) on the competition course is not itself a breach of Rule 14-3. However, players should ensure any device taken onto the course does not distract other players.
- The following uses for a cellular phone during a stipulated round are not a breach of Rule 14-3:
- Using phone for matters unrelated to golf (e.g., calling home);
- Accessing information on advice related matters published prior to the start of the player’s round (e.g., yardage book, swing tips);
- Obtaining information related to the competition being played (e.g., leader board, projected cut).
- Cell phones may be used as a Distance Measuring Device.
- The following uses for cellular phones during a stipulated round are a breach of Rule 8-1 and will result in Disqualification:
- Using phone to ask for or give advice in breach of Rule 8-1 (e.g., calling a swing coach);
- Accessing information on advice-related matters not published prior to the start of the round.
- If the use of a cellular phone consistently disregards the etiquette guidelines (outlined in the Rules of Golf), the offending player will be issued a warning. If the player repeatedly distracts or offends an opponent or fellow competitor by using a cellular phone the player will be disqualified under Rule 33-7.
SECTION 9. PACE OF PLAY
- Rule 6-7 states, in part: “The player SHALL play without undue delay and in accordance with any pace of play guidelines which may be laid down by the Committee,” and thereafter prescribes penalties for slow play.
- In the interest of all, the pace of play shall be reasonable and shall be set by the Tournament Committee with due regard to the course conditions, length, slope, rating and the number of players in each group.
- Definition of “Out of position” guidelines:
- The first group to start will be considered out of position if, at any time during the round, the group is behind the allotted time to play as listed on the Pace of Play Time Chart.
- Any following group will be considered out of position if it:
- is taking more than the allotted time to play, and
- reaches the teeing ground of a par 3 hole and the preceding group has cleared the teeing ground of the following Hole; OR reaches the teeing ground of a par 4 hole and the hole is open; OR reaches the teeing ground of a par 5 hole when the preceding group is on the putting green.
- Except for the first group, both (a) and (b) must apply for a group to be out of position.
- Out of position consequences:
- Groups out of position will be alerted and requested to play at a faster pace.
- Such groups will be monitored – the time each competitor takes to play a stroke.
When a group is out of position, each player in the group is expected to play any stroke within 45 seconds after timing of a player’s stroke begins.
The timing of a player’s stroke will begin when she has had reasonable opportunity to reach her ball, it is her turn to play, and she can play without interference of distraction.
- Other than on the putting green, timing of a player’s stroke will begin when she has had reasonable opportunity to reach her ball, it is her turn to play and she can play without interference or distraction. Time spent determining yardage will count as part of the time taken for the next stroke.
- On the putting green, the timing will begin after a player has been allowed a reasonable time to lift, clean and replace her ball, repair her ball mark and other ball marks on her line of putt and remove loose impediments on her line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke.
- Timing will only be performed at the direction of the Tournament Director or the Official- in-Charge.
- The following are the penalties, in sequence, for any player in a group being timed who takes more than 45 seconds to play a stroke after timing of the player’s stroke begins:
One bad timing of more than 45 seconds–warning
A second bad timing- one (1)-stroke penalty
A third bad timing- Additional two (2) stroke penalty
A fourth bad timing- Disqualification
- If the group in question regains its proper position, any previous timings of more than 45 seconds will be carried over for the remainder of that round in the event the group requires additional monitoring.
- If a ruling or some other legitimate delay occurs which causes the group in question to lose its position, that group is expected to regain its position within a reasonable time.
SECTION 10. SPECTATOR POLICY
- NSWGA encourages friends and relatives to follow players.
- USGA Rule 8-1 states a player may receive advice only from her caddie or partner.
- Spectators shall stay 25 yards from the players.
- Spectators shall not walk in the fairways.
- Spectators shall refrain from conversation with a player or her caddie during play.
SECTION 11. PUBLICITY
- A detailed list of all winners must be submitted to the NSWGA Secretary no later than ten days after the tournament.
- The Tournament Director of NSWGA will encourage media coverage and publishing of tournament results.

SECTION 1: GENERAL
The NSGA Women’s Senior
Amateur Championship will consist of three flights based
on the player’s age. These
flights are 50-59, 60-69, and 70+.
All divisions will consist of
a 36-hole stroke play Championship.
The yardage will be 5,400 –
5,700.

The Rules of Golf,
these Standing Rules and the NSGA Hard Card shall govern play except as
modified by any Local Rules made by the Tournament Rules Committee.

The awards
ceremony will be held after play on day two.
SECTION 2: CHAMPIONSHIP
TOURNAMENT COMMITTEE
The Director of Tournaments
from the South will designate a Tournament Committee to assist in the
organization and operation of the Championship when it is in the South. The
Director of Tournaments from the North will designate a Tournament Committee to
assist in the organization and operation of the Championship when it is in the
North. They will adhere to these Standing Rules.

Must have a
verifiable handicap index.

Must meet Amateur
Status as specified by the Rules of Golf.
·
Must be 50 years
of age prior the first day of the Championship.
·
The maximum
handicap allowed for this Championship is a course handicap of 36. Players with
a higher handicap may play but will be limited to a 36.
SECTION 4: GUIDELINES FOR
CHAMPIONSHIP
A. The NSGA Women’s Senior Gross Champion, will be any
contestant recording the lowest 36- hole total gross score.
B. The NSGA Women’s Senior Net Champion, will be any
contestant recording the lowest 36-hole total net score.
C. Course Handicap shall be determined by the Handicap
Revision date determined by the Tournament Committee. This date should be no
more than one week before the Championship.
D. The Senior Amateur Championship shall be flighted
based upon age:

50-59
·
60-69
·
70 plus years
E. Recommended Championship pairings:
1. When the Senior Amateur is not combined with another
Championship or when the Senior Amateur and the Championship are combined but
playing different course length:
a. Day one-paired by handicap index
b. Day two – paired by day one gross scores in reverse
order of finish
(i.e. highest gross score tees off first).
2. When Senior Amateur is combined with the
Amateur Championship and
both events are being
played at same length:
a. Day one- pairings for those players playing in both
the Amateur and
Senior Amateur will be paired based on
handicap index and will go off
behind the Amateur Championship.
b. Day two-pairings for those players playing in
both the Amateur
and Senior Amateur will be paired based on the Amateur Standing
Rules for day 2. Pairings for those players playing only in the Senior
Amateur will be based on gross scores from day 1 and will tee off in
front of the Amateur Championship.
F. At the discretion of the Tournament Committee, the
first and tenth tees may be
used or a shotgun or modified shotgun.
G. It is recommended on the final day of the
Championship, players with the
lowest gross total on day one should be
sent off in the final groups off the
first tee.
H. Ties will be broken as follows:
1. Champion – to be played off by sudden death. If
weather, darkness or other conditions prevent a playoff, the winner will be
determined by matching scorecards as recommended by the Rules of Golf. If this
method fails to determine a winner, the winner will be decided by using the
number 1 handicap hole. If this method fails to determine a winner, the winner
will be decided by lot.
2. Net Champion – to be decided by matching scorecards as
recommended by the Rules of Golf. If this method fails to determine a winner,
the winner will be decided by using the number 1 handicap hole. If this method
fails to determine a winner, the winner will be decided by lot.
3. Should the first low net be tied for low gross, she
shall be asked to choose whether to play off for low gross or take low net.
4. All other ties will be broken by matching scorecards
as recommended by the Rules of Golf. If this method fails to determine a
winner, the winner will be decided by using the number 1 handicap hole. If this
method fails to determine a winner, the winner will be decided by lot.
I. Rules Committee:
The Tournament Committee from the area
where the Championship is being held shall appoint a Rules Committee. Any
decision needing interpretation of the rules shall be presented to the Rules
Committee immediately after any eighteen- hole round. Rules other than disqualification
may not be changed or waived once the Competition has begun. The Rules
Committees ruling shall be final. The enforcement of the Championship pace of
play policy will be the responsibility of the Rules Committee. Pace of Play
guidelines will be provided and monitored by the Rules Committee from the area
in which the Championship is being held.
J. Each contestant shall have her official score kept by
another player in the group or by an appointed marker.
K. Golf course set-up recommendations:
1. Hole locations: 6 easy, 6 average, 6 hard.
2. Teeing Area: Tee markers should be installed so that
the course will be balanced and play about the same length in each round.
3. There should be a sign of some kind on each hole
containing the hole number, par and yardage. The Rule Sheet should let the
player know what tees they are playing from.
4. Course length: The yardage shall be set at 5,400 –
5,700 yards each day.
5. Daily hole location sheets should be provided.
6. The Tournament Committee and/ or Rules Committee
should check the course set-up each day before play commences.
L. Caddies
1. Any player may have a caddie provided the host club
permits their use.
2. The player is responsible for the conduct of her
caddie.
3. The Tournament Committee reserves the right to
disallow any caddie at any time.
4. Caddies may be excused from the golf course by the
Tournament Committee should they (the caddie) interfere with the right of other
players.
5. Caddies must conform to the Championship dress code.
6. The player may ride in a cart but her caddie must walk
and carry her clubs.
For pace of play, a caddie may accept a
ride between holes but must not ride on the back of the cart.
7. A player may act as her own caddie, walk and carry her
own clubs. When doing this she may ride in the cart at anytime.
SECTION 5. TROPHIES AND
AWARDS:
A. A perpetual trophy and memento will be awarded for the
low gross over the field in the Senior Championship regardless of the flight.
B. A perpetual trophy and memento will be awarded for the
low net over the field in the Senior Championship regardless of the flight.
C. Gross and Net winners in each flight will be paid.
D. Overall gross and net Champions will not be eligible
for prizes in their flights.
E. Prize fund for this Championship will be distributed
equally to gross and net players. The prize fund will be distributed to at
least one-third of the field and the prize fund will be set at no more than $40
per player.
SECTION 6. CHAMPIONSHIP
TOURNAMENT CANCELLATION POLICY
A. A player who must withdraw after the posted refund
date may be given a full refund in the following circumstances:
1. A medical emergency has occurred in her immediate
family (proof of such emergency is required).
2. An injury has occurred to the player that does not
allow her to play (proof
of such injury is required).
3. The player has become ineligible by not meeting a
Championship requirement.
B. The Tournament Committee will decide if a partial or
full refund may be given based on the following: Time of withdrawal, ability to
fill the spot and Championship monetary commitments. The final decision on
refunds will be made by a majority vote of the Tournament Committee.
SECTION 7. DRESS CODE
A. Proper golf attire is required: no blue denim, cut
offs, short shorts, lycra/spandex type shorts or halter-tops.
B. The Tournament Committee has the responsibility to
inform participants of specific golf course requirements such as soft-spikes.
C. The Tournament Committee has the authority to
disqualify any player who does not meet the dress code requirements.
SECTION 8. PLAYER CONDUCT
A. Poor sportsmanship will not be tolerated.
B. The Rules of Golf, these Standing Rules and the NSGA
code of conduct will guide the players conduct.
C. The Rules Committee may disqualify any player whose
conduct before, during or after the Championship is deemed unsportsmanlike.
D. A player disqualified for unsportsmanlike conduct may
have the incident reviewed by the Tournament Committee to determine if further
action is warranted.

G. Each team shall
have an official scorecard and its official score shall be kept

A. Friends and relatives are encouraged to follow the
players.
B. A player may only receive advice from her team
members.
C. Spectators shall stay 25 yards from the players.
D. Spectators shall not walk in the fairway.
E. Spectators shall refrain from conversation with the
players.
SECTION 10. PUBLICITY
A detailed list of all winners must be submitted to the NNGA and SNGA no later than 10 days after the Championship. The Tournament Committee will encourage media coverage and publishing of Championship results.
